Court Upholds Sanctions Against Trustee Prinzen, Validating Board Governance
The Ontario Divisional Court has officially dismissed a legal challenge brought by Trustee Rachael Prinzen, ruling in favor of the Hastings Prince Edward District School Board (HPEDSB). The decision brings an end to a protracted legal dispute regarding two separate Code of Conduct violations involving the North Prince Edward County representative.

The Core of the Dispute
The legal battle centered on findings that Trustee Prinzen repeatedly bypassed confidentiality protocols. According to court records:
May 2024: Prinzen emailed high-ranking provincial officials, including the Minister of Education, attaching dozens of documents the Board identified as highly sensitive.
Late 2024: Additional communications were sent containing personal data regarding the Director of Education and confidential Audit Committee details.
These actions resulted in two consecutive 90-day suspensions from all board and committee meetings. While Prinzen argued the Board's disciplinary actions lacked transparency and justification, the Court dismissed these claims as "bald allegations," noting she did not dispute the actual disclosure of the confidential material.
Judicial Validation and Financial Recovery
In its ruling, the Court not only affirmed that the Board's processes were "reasonable and without bias" but also underscored the necessity of maintaining sensitive records under the Education Act.
The litigation has been a point of contention regarding school board resources. Because the judicial review was initiated by an individual trustee rather than the Board itself, HPEDSB officials stated they were legally and ethically obligated to defend the integrity of their governance.
Key Financial Takeaways:
Legal Award: The Court ordered Trustee Prinzen to pay the Board $7,500 in legal costs.
Efficiency Measures: To curb rising legal fees, the Board consolidated related matters into a single proceeding.
Document Status: While the final court ruling is a matter of public record, specific sensitive documents involved in the case will remain sealed to protect privacy.
Moving Forward: A Shift in Focus
Board Chair Dr. Kari Kramp expressed relief at the verdict, noting that the ruling "validates the integrity of our governance." Kramp emphasized that the Board can finally pivot away from courtroom distractions.
"We can now put this matter to rest and return our full attention to student achievement and well-being," Kramp stated.
The Board intends to redouble its efforts toward its 2025-2030 Strategic Plan, which prioritizes:
Strengthening foundational student skills.
Integrating Indigenous knowledge into the curriculum.
Cultivating inclusive and equitable learning environments.
With the legal chapter closed, the HPEDSB thanked the local community for their patience and reaffirmed its commitment to fiscal responsibility and educational excellence.
