FCM Adaptation & Climate Action Funding
The meeting returned to an issue that has lingered for nearly a year: applying for Federation of Canadian Municipalities (FCM) Adaptation in Action funding. Members expressed frustration that earlier recommendations stalled after staff changes and the delayed Climate Action Plan.

Discussion centered on how to move forward without waiting another year. Members highlighted growing risks from extreme heat, particularly for low-income and vulnerable residents, referencing findings from the South Eastern Ontario Public Health climate vulnerability assessment.

• cooling strategies for vulnerable households
• potential distribution of AC units or fans
• leveraging the Municipal Financial Relief Grant Program
• identifying specific capital projects suitable for FCM funding
Rather than a general placeholder, members agreed council would respond better to clearly defined projects with identifiable costs. A motion passed directing staff to consult with the committee to identify projects that could be included in the 2026 municipal budget and positioned for FCM funding.
A smaller working group, including Councillor Hirsch, was supported to meet with staff and report back quickly, recognizing tight budget timelines.
Climate Action Plan and Green Task Force Update
Updates from the Climate Action Plan Working Group confirmed progress continues but the plan is unlikely to reach council before the new year. Significant work is underway, including detailed agricultural emissions data collection, which could position the County as a leader nationally.
The lack of a clear staff lead for finalizing the plan remains a challenge, though funding options for outside assistance were discussed.
Climate and Environmental Lens for Staff Reports

The committee revisited a long-standing recommendation: embedding a climate and environmental lens into all municipal staff reports. Members stressed this is necessary to prevent inaction while waiting for the Climate Action Plan.
A motion passed recommending that staff report templates include consideration of climate and environmental impacts, similar to financial or risk sections. Committee members also agreed to compile a reference package of existing tools and examples to support staff implementation.
Wrap-Up and Closed Session
Working group updates were brief, with planning-related comments expected on an upcoming site plan application. The work plan was approved without changes.
The committee then moved into closed session to discuss matters related to working group appointments, with the meeting adjourned afterward.
