Part 1: Policing Oversight, Budget Approval, and Community Safety – 07/11/2024

The special OPP Detachment Board meeting was called to order and confirmed as live streamed, recorded, and open to the public. Election of chair and vice chair


The first major item was the election of a new chair and vice chair for the Detachment Board. Nominations were called, accepted, and voted on. Once both roles were filled, responsibility for chairing the meeting was formally passed to the newly elected chair. This step was important because it set leadership for how the board will operate under the new Community Safety and Policing Act.


Procedural approvals and housekeeping


After leadership was confirmed, the board moved through standard items including conflict of interest declarations, agenda approval, and adoption of previous meeting minutes. A clarification was raised about a prior statistical report related to an old homicide appearing in current data. It was agreed this would be addressed later during the policing report discussion.

The board reviewed the Terms of Reference and then moved into a lengthy discussion on the draft rules and procedures for the Detachment Board. These documents are being updated to reflect requirements under the new provincial policing legislation that came into effect April 1, 2024.


Several technical and legal concerns were raised about definitions, references to outdated legislation, closed meeting rules, complaint sections, and deputation procedures. It became clear that while the draft document was mostly solid, it needed cleanup and clarification to avoid confusion and legal misalignment.


Rather than rushing approval, the board agreed to pause final approval, direct staff to incorporate suggested edits, and bring the revised draft back to a future meeting. This ensured the rules would be clear, accurate, and defensible.


Financial oversight and budgets


The board reviewed and received the 2024 operating budget statement, followed by approval of the draft 2025 operating budget. The 2025 budget was approved for referral to Council as part of upcoming budget deliberations. This step ensures continued funding for board operations and oversight responsibilities.


Support for officer and family wellness

A request was brought forward to support the PEC OPP Family Wellness Night, an annual event focused on officer mental health and family support. The board approved up to $3,000 to cover food, speakers, and materials. The event includes guest speakers sharing lived experiences with PTSD and post traumatic growth, reinforcing the board’s focus on wellness, prevention, and support.


Policing update and community safety overview


A large portion of the meeting was dedicated to a detailed detachment commander report. The board was informed that a new, more detailed reporting format will begin later in the year, aligning with provincial expectations.


The report covered violent crime, property crime, drug activity, impaired driving, and motor vehicle collisions. It was emphasized that reported statistics showing a homicide and a fatal collision were data errors caused by historic case migration, not current incidents. Staff committed to adding clearer explanations or footnotes to avoid public confusion.


The update highlighted strong reductions in break and enters, theft, and property crime, credited largely to targeted street crime enforcement and proactive policing. Domestic violence and youth related incidents were discussed as ongoing concerns, with education and partnerships identified as key responses.


The meeting closed with discussion about future reporting, possible deputations on youth education and impaired driving, and encouragement for board members to take part in ride alongs to better understand frontline policing. The next meeting date was set, and the meeting was adjourned.
