Part 2: Leaders, Programs, and Public Safety at the OPP Meeting - 09/19/2024

The September 19, 2024 Prince Edward County OPP Detachment Board Meeting officially began with Chair Councillor Braney welcoming attendees and outlining the meeting procedures. The meeting was conducted as a hybrid session with both in-person and virtual participation, while also being livestreamed and recorded for public access.


Following the opening remarks, a land acknowledgment was delivered recognizing the Indigenous peoples who have historically cared for the land and continue to contribute to the community today.


Kyle Benny Discusses Youth Consent and Relationship Education


One of the most significant presentations of the meeting came from Kyle Binnie, Program Coordinator for the Youth Reach Program under St. Leonard’s Community Support Prevention and Residential Services.

Kyle explained that the organization works primarily with youth through prevention-based programming and justice-focused support services. During his presentation, he introduced the “Consent and Boundaries” program, which teaches students about healthy relationships, consent, communication, and personal boundaries.


He discussed how the program is currently being delivered through schools, group sessions, and one-on-one support programs. The presentations are designed to educate youth about warning signs in unhealthy relationships while encouraging respectful communication and emotional awareness.


Kyle also explained that the program includes conversations around online safety, media influence, peer pressure, and the legal aspects of consent. Interactive activities and anonymous student participation help keep youth engaged while creating a safe environment for open discussion.


Board members praised the initiative and discussed funding opportunities to expand the program into more schools across Prince Edward County.


Board Members Discuss Community Safety and Prevention


Several board members actively participated throughout the meeting by asking questions and discussing long-term community safety goals. Board member Casey raised questions regarding how educational content is updated to reflect current legal standards surrounding consent laws and youth reporting procedures.


The discussion highlighted the importance of keeping educational programs accurate and relevant while ensuring youth understand both legal responsibilities and available support systems.


Additional conversations focused on the broader importance of prevention-based strategies within policing and community services. Members emphasized that educating youth early can have long-term impacts on reducing domestic violence, abuse, and unhealthy relationships within the community.


John Hatch Provides OPP Operational Updates


Detachment Commander John Hatch delivered one of the meeting’s longest and most detailed presentations, covering a wide range of policing operations, staffing updates, public safety initiatives, and crime statistics.


John highlighted several positive developments within the Prince Edward County OPP detachment, including increased staffing levels, improved officer wellness, and continued public trust reflected through zero public complaints during the reporting period.


He also spoke about ongoing proactive policing efforts, including impaired driving enforcement, marine patrols, traffic safety campaigns, and school outreach programs. According to Hatch, community engagement and prevention remain key priorities for the detachment.


During his report, John discussed how the detachment has been focusing on improving relationships within the community through visibility, professionalism, and education. He noted that officers regularly conduct foot patrols, school visits, and community events to strengthen public trust and communication.


Sean Guscott Introduces the Neighborhood Protect Program


Sergeant Sean Guscott presented information about the “Neighborhood Protect Program,” a digital community safety initiative designed to modernize neighborhood watch programs.

Sean explained that the program allows residents to communicate more easily with police and neighbors regarding suspicious activity, safety concerns, and local incidents. The system also helps police quickly connect with residents in specific neighborhoods when investigations require community assistance.


He described the program as a more efficient and accessible version of traditional neighborhood watch systems, eliminating many of the administrative challenges associated with older methods.


Sean emphasized that the initiative is completely free and could position Prince Edward County as one of the first OPP detachments in Ontario to fully adopt this style of digital community safety communication.


Discussions Around Mental Health and Community Support


Mental health response and community wellness were recurring themes throughout the meeting. John Hatch and Sergeant Guscott both discussed the increasing number of mental health-related calls handled by officers and the importance of partnerships with mental health professionals.


The detachment continues to work closely with Integrated Mobile Police and Crisis Response Teams (IMPACT) to ensure individuals experiencing crises receive appropriate care and support. Officials explained that these partnerships allow officers to provide follow-up assistance and connect individuals with local mental health services.


The discussion also acknowledged ongoing challenges related to limited mental health resources and long wait times for treatment within the region.


Community Recognition and Leadership


Throughout the meeting, board members repeatedly recognized the professionalism and leadership demonstrated by the Prince Edward County OPP detachment. Several speakers referred to the county as a provincial leader in community safety planning and collaborative policing approaches.


Board members commended officers for their visibility in the community, positive interactions with residents, and commitment to prevention-based policing strategies. The meeting concluded with continued discussions around strengthening partnerships, improving public engagement, and expanding community-focused programs moving forward.
