Part 2: Rezoning, Subdivisions, Servicing, and Campground Vote - 08/20/2025

This article continues coverage of the Planning and Development Committee meeting held on August 20, 2025 and focuses on who spoke to each item, which councillors brought motions forward, how council voted, and where each decision applies.
Rezoning Application (File Z34 24)
The rezoning application for 3131 Victoria Road was presented by Shawn Legere, President and Principal Planner with RFA Planning Consultant Inc, on behalf of Brad Bamford Holdings Ltd. The proposal involved converting an existing barn and the second storey of a garage into an event venue.
Public comments were made by Rebecca Benson, Owner and Operator of Hopeful Acres Equine Services, who spoke about traffic noise safety and impacts on her business and family. Catherine Catania spoke in opposition and raised concerns about farmland wildlife environmental effects and rural character. Gerry Inglis asked questions related to licensing washrooms food service water supply sewage traffic routing and noise. After responses from the agent, no councillors raised further questions. Councillor Bill Roberts (Sophiasburgh) moved a motion to receive the oral submissions for information, seconded by Councillor Brad Nieman (Bloomfield- Hallowell). Council voted in favour and the motion carried.

Rezoning Application (File Z9 25)
The application for 247 Kingsley Crossroad was presented by Holly Newitt, Planner with Fotenn, on behalf of Davin Corporation. The request was to permit a temporary contractor yard with parking. No members of the public spoke and no councillors asked questions. Councillor Phil Prinzen (Bloomfield-Hallowell) moved a motion to receive the oral submissions for information, seconded by Councillor John Hirsch (South Marysburgh). Council voted in favour and the motion carried.
Pineridge Subdivision
Council considered assumption of the Pineridge Subdivision through Report DS 50 2025. No public comments were made. Councillor Nieman moved the motion and Councillor Harrison seconded it. Council voted in favour. The motion directed staff to issue a Certificate of Assumption approve new speed limits and authorize stop signs and approve the by law to assume subdivision works.
Frank Street Subdivision
Council then considered assumption of the Frank Street Subdivision through Report DS 51 2025. Again no public comments were received. The motion was moved by Councillor Engelsdorfer and seconded by Councillor MacNaughton. Council voted in favour. The motion approved subdivision assumption updated speed limits and new traffic controls.
Water and Wastewater Servicing Policy (EV800)
During discussion of proposed amendments to the EV800 policy, Dorothy Bothwell spoke from the audience and presented comments on water and wastewater capacity allocation. Council first voted to receive the public comments.
Councillor Nieman moved the motion and Councillor Engelsdorfer seconded it. Council voted in favour. Council then voted to receive the staff policy overview dated August 20 2025. That motion was moved by Councillor Engelsdorfer and seconded by Councillor Branderhorst and carried. A further motion directing staff to review best practices obtain legal review circulate the draft policy for further input and report back was moved by Councillor Engelsdorfer and seconded by Councillor Hirsch. Council voted in favour.
Consent Application (B5 25)
The consent application for 84 Parrs Lane was considered with no public comments. Emily Overholt, Planner, confirmed there were no staff comments. Councillor Branderhorst moved the motion to approve the consent subject to conditions and Councillor Hirsch seconded it. Council voted in favour and the motion carried.
Official Plan Amendment and Rezoning Application
The largest portion of the meeting focused on the campground redevelopment application by Blanding Inc. operating as Lakecroft. Public speakers included John Carnahan, Tanya Logan, Don Emberley, Hertha Clarkson, Anne Nancekievill, Don Montgomery, Michelle Mossey, Amy Martin, Chris Carlyle, Richard Brisebois, and Steve Blanchard, all of whom raised concerns primarily related to noise traffic environmental impacts and neighbourhood character. William Davis spoke in support and referenced economic and employment benefits.

Staff presentation was delivered by Angela Buonamici, Manager of Planning. The applicant presentation was delivered by Anna Zak of Blanding Inc. and Catriona Moggach, Associate Urban Planner with Arcadis.
An initial motion to approve the application was moved by Councillor Branderhorst and seconded by Councillor MacNaughton. A proposed amendment to remove the event venue as a permitted use was withdrawn.
A further amending motion directing staff to ensure all recommendations of the Cambium Scoped Noise Impact Study dated May 21, 2025 be incorporated into the site plan approval process was moved by Councillor Hirsch and seconded by Councillor Roberts. Council voted unanimously in favour on a recorded vote.
The main approval motion as amended was then voted on and was defeated on a recorded vote.
How this affects PEC residents
For residents near Victoria Road and Kingsley Crossroad the meeting meant public concerns were formally recorded but no final rezoning decisions were made. For Pineridge and Frank Street residents subdivision roads and infrastructure are now under County responsibility with new traffic rules in place.
For those following water and wastewater capacity issues the policy remains under review with more work and public input ahead. For Athol residents near Sandy Lane and County Road 18 the campground application did not receive final approval but council directed that strict noise mitigation measures must be addressed before the project can move forward.
