Major Gift Toward Sustainable New County Hospital
Date: November 16, 2023
A Waupoos family is continuing its commitment to local health care with a significant contribution to the Prince Edward County Memorial Hospital Foundation’s Back the Build campaign.
Joan and Dexter Halsall, along with their family, have donated $150,000 to support environmentally sustainable enhancements at the new Prince Edward County Memorial Hospital, which is scheduled to open in 2027. The gift will help reduce the facility’s carbon footprint, focusing on energy-efficient, low-emission heating and cooling systems.

The Halsalls, who relocated to Prince Edward County in 2017 after retiring from careers in financial services, say the project aligns closely with sustainability measures they have already implemented at their own home. The couple was married locally in 2018 and has supported the hospital foundation for the past three years, including donations toward medical equipment and essential health care services.
Dexter Halsall said the family’s experiences as patients reinforced the importance of investing in modern facilities and technology to support frontline healthcare workers and improve patient care.
In recognition of the donation, a room in the inpatient unit of the new hospital will be named the “Bear Lair,” symbolizing the family’s lasting connection to the community.
The PECMH Foundation is raising $27 million to support the new build, which will break ground in spring 2024. The campaign will cover 10 per cent of construction costs and 100 per cent of medical equipment, with the remaining 90 per cent funded by the Ministry of Health and Long-Term Care.
Shannon Coull, executive director of the foundation, said the contribution will have a lasting impact, helping caregivers transition from an aging facility into a modern, purpose-built hospital designed to meet the community’s future healthcare needs.
