York Street Construction Paused for Winter; Cost Savings Identified on Picton Project

Work on the York Street reconstruction project has wrapped up for the winter season, with construction officially concluding on Dec. 19, according to the municipality.

Workers in orange uniforms use shovels to spread asphalt on a road. The setting is urban, with a gray sidewalk visible in the background.

Due to delays in utility relocations and unseasonably challenging December weather, the contractor was unable to complete base asphalt work before winter conditions set in. As a result, a temporary driving surface has been installed along York Street and will be monitored and repaired as needed throughout the winter months.

Construction to Resume in Spring

The remaining surface work including asphalt paving, curbs, and sidewalks is scheduled to be completed in spring 2026, in line with the original project timeline. Completing this phase will require a temporary closure of York Street.

In addition, Hydro One utility relocations needed to support the surface work will take place in the coming months and may also require temporary road closures.

The reconstruction project was initiated due to the deteriorating condition of a major trunk sanitary sewer running beneath York Street. County council awarded the construction contract to Cobourg Development Services Ltd. for $855,941 plus HST on Sept. 23, with funding approved as part of the 2024 capital budget.

Update on Picton Main Street Work

Meanwhile, the County has announced a change in scope for the Picton Main Street sewer project following further inspections. After reviewing the condition of the existing pipe adjacent to Main Street, the County, engineering consultants D.M. Wills, and the contractor determined the infrastructure is suitable for a cast-in-place pipe (CIPP) liner, as no structural defects were found.

Further investigation also revealed that the existing manhole near the Picton Main Street sidewalk does not require replacement, though internal improvements will still be carried out. These changes are expected to result in significant cost savings for the project.

Traffic Impacts Expected in Spring

Despite the revised scope, the eastbound lane of Picton Main Street will still need to close for approximately one week in spring 2026. The closure will allow crews to install sanitary bypass pumping required for the CIPP liner and manhole upgrades.

During the closure, temporary traffic signals will keep one lane open at all times. Drivers will be directed to detour routes via Walton Street, King Street, and Paul Street. The municipality says advance notice will be provided before the lane closure takes effect.
