Base31 Outlines Long-Term Vision for a New Community at Former Loch Sloy Site
Date: March 21, 2023
Base31, the expansive former military and industrial property once known as Loch Sloy Business Park and Airport, is laying the groundwork for a return to its roots as a thriving community hub.

During a presentation on Monday, leaders from Base31 shared early details of a bold, long-range plan for the 750-acre site. At present, only a small portion - roughly 10 per cent of the land is active, hosting approximately 75 commercial and industrial tenants. In recent months, renewed interest in the property has also been sparked by concerts, festivals, and public events held in restored historic buildings.
Looking ahead, Base31 CEO Tim Jones, alongside Alexandra De Gasperis, vice-president of DECO Communities, introduced the concept of a comprehensive “Neighbourhood Plan.” This vision, expected to unfold over several decades, could see the development of complete neighbourhoods that integrate housing with retail, dining, creative workspaces, parks, trails, and recreational amenities.
Public engagement will play a central role in shaping this plan. According to Base31 representatives, upcoming consultations will explore housing options designed to serve a broad spectrum of residents. These may include affordable rental and ownership opportunities, short-term housing for workers, family-oriented homes, and residences tailored to seniors.
“There is a clear demand for housing in Prince Edward County,” Jones explained. “Our intention is to work collaboratively with the County and the community to identify housing solutions that support different income levels, ages, and stages of life.”
The Base31 property was acquired in December 2021 by PEC Community Partners, a consortium of Ontario-based developers that includes Tercot Communities, DECO Communities, Rockport Group, and PEC Placemaking Inc.
Preserving the site’s historical significance remains a priority. Jones emphasized that future development would respect Base31’s military and aviation heritage, ensuring its stories continue to be shared. The neighbouring airport will also remain operational for now, continuing on a year-to-year basis.
Community outreach is set to begin later this month with the launch of a new website and a series of surveys. These will be followed by workshops and roundtable discussions aimed at gathering local input over the coming months and years.
